Deploy to one department. Not the enthusiastic department that ran the pilot. A different department that did not participate and has normal levels of skepticism.
This phase tests change management more than technology. Do people actually use the system? Where do they get confused? What training do they need? What resistance do they encounter?
Measure everything: adoption rate, usage patterns, error frequency, user satisfaction, and the business metrics the system is supposed to improve.
Deploy to remaining departments in waves. Each wave learns from the previous one. Training materials improve. Common issues get documented. The support process gets refined.
The rollout should be gradual enough that the support team can handle the load. Deploying to all 500 users on the same day guarantees that the first week is chaos.
After the rollout stabilizes, optimize based on real usage data. Which features are used most? Where do users struggle? Which processes produce the highest ROI?
This is where the AI system starts delivering compounding returns. Each optimization makes the system more useful, which increases adoption, which generates more data, which enables further optimization.
The technology works. The security is solid. The compliance boxes are checked. The system still fails because people do not use it.

Fear of job displacement. "Is this AI going to replace me?" Honest answer: it will change your job. The manual parts of your work will be automated. The strategic parts will become more important. Communicate this clearly and early.
